Feb 26, 2016 · We cannot open the properties for Internet Protocol Version 4 on VPN connections under Windows 10. This is located at Network Connections and Properties of a VPN Connection. Networking Tab, then select Internet Protocol Version 4 and click Properties. But under Win 10 the properties dialog does not open.

The issue appears to be the login dialog box which gets prompted for credentialing the user to enter a username and password for the VPN CONNECTION. Based on my testing, I figured out that if the username and password is saved in the VPN SETTINGS, then the VPN object from the System Tray works just fine.
